EMSP Evaluation Mission

The Mission Is to provide better understanding on what have been archived with the project and what can be leant from it.

The evaluation was using the OECD/DAC evaluation criteria of Relevance, Effectiveness, Efficiency, Impact, Sustainability,

Cross-cutting issues. The period of field work was from March 9 to March 28, 2015.

 

EVALUATION CRETERIA (OECD/DAC)

  • The programme has been highly relevant both in term of policy support, timing and approach.
  • Budget has been sufficient and managed efficiently
  • Activities have been in general inline with the theory and change aimed at legislation and there are indications that

results effectively will lead to achievement of the immediate objectives(purpose)

  • Cross cutting issues has been included in the relevant areas of the programme intervention. Gender mainstreaming

has in particular been addressed while understanding and integration of climate stability is weak.

  • The programme has archived a positive impact establishing institutional  and HR basic capacity in their areas of mandates. While positive, there is still considerable room for further improvement.
  • Sustainability is threatened by the current plan for termination of Finnish support. However, the majority of the programme results will continue at the level, the Government of Lao PDR can ensure staffing and funding.
  • The programme has been well aligned with Lao requirement and procedures while aid effectiveness has been ensured throug regular cooperation. Although ownership remains strong, there are concerns over actual applicability of some tools and process.

 

 

OVERALL CONCLUSION

Overall the programme has:

  • Aligned with national policies, processes and procedures
  • Ensured national ownership and leadership
  • Demonstrate flexibility in design and implementation
  • Established institutional and cross-project cooperation
  • Respected its LFA Matrix and pursued its objective
  • Overall been in conformance results at an acceptable quality and quantity

The programme has not:

  • Demonstrate any significant impact on poverty, gender or human right issues
  • Caused any negative outcomes/impacts

EMSP CC-Meeting 2014

On 22nd October 2014, EMSP organized the 9th Coordinating Committee Meeting on Environmental Management Support Programme. The workshop, which was co-chaired by Mr. Khampadith Khammounheuang, Director General of DEQP and Mr. Antti Inkinen, Counsellor, Head of Development Cooperation, MFA, was held at ICTC (Km5), Vientiane Capital, with a total of 69 participants. The main objectives of this meeting are to report on: the progress of previous agreed minutes and EMSP overall achievements (Since October 2013 to September 2014); the progress of Component 5 (NREI) in particular the progress of Laboratory Plan B: Procurement of advanced laboratory instruments, National and Regional Environmental Lab Business Plan; financial status from October 2013 to Sep 2014; the progress of ISP development of Ton Phueng District and Bokeo Province; the progress of Nation-wide Water Quality Monitoring; the progress of Natural Resources and Environment Strategy to 2025, and milestones of MoNRE’s Five Year Action Plan; 2014-2015 Work Plan; EMSP Phase II Concept Note (2015-2019); and discuss and agree on some key issue.

On 15th to 16th October 2013, EMSP organized a Coordinating Committee Meeting on Environmental Management Support

Programme. The workshop, which was co-chaired by Mr. Khampadith Khammounheuang, Director General of DEQP and

Mr. Antti Inkinen, Counsellor, Head of Development Cooperation, MFA, was held at ICTC (Km5), Vientiane Capital.

The main objectives of this meeting are to report on: the progress of EMSP since October 2012-September 2013; report on

financial status since October 2012; present on the success of EMSP through posters presentation; report on progress of ISP

implementation in Paklai, Namor and Thataeng Districts; present on 2013-2015 Work Plan and risks and challenges of

2014-2015 Work Plan; present Concept Note of Natural Resources and Environment Strategy 2030; and present on National

Laboratory construction and business plan.

Workshop in Gender-On-Environment for Nothern Provinces

On the 27th to 29th August 2013, EMSP organized a workshop for the northern provinces on the topic of Gender on

Environment.The workshop, which was co-chaired by Mrs. Souvanny Phonevilay, Deputy Director of DEQP and

Mr. Chanphaeng Keosivanh,Director General of Oudomxay DoNRE, was held at Oudomxay Government Office,

Oudomxay Provinces. The main objective of this workshop is to hold a seminar for provincial officers, especially female,

to acknowledge the meaning and significant of gender on natural resources and environment, together with disseminating

basic knowledge of sustainable natural resources utilization.

Workshop for the central and Southern provinces

On the 22nd to 26th July 2013, EMSP organized a workshop for the central and Southern provinces on the topic of Financial and Accounting Management, Procurement, and Vehicle Management. The workshop, which was co-chaired by Mrs. Souvanny Phonevilay,Deputy Director of DEQP and Mr. Bounkham Phothisane, Deputy Director of Champasak DoNRE, was held at Pakse Hotel, Champasak Provinces. The main objective of this workshop is to build capacity for the provincial staffs that involved with EMSP works such as finance, accounting, procurement and vehicle management.
